The government's knowledge assets work was originally led out of an HM Treasury team, but has since transitioned over to the Department for Business, Energy and Industrial Strategy (BEIS). In April 2021, HM Treasury published the Mackintosh Report which set out an implementation strategy to gain greater value from public sector knowledge assets. The report recommended the setting up of the Government Office for Technology Transfer (GOTT).
